Job Description

OSDH is seeking a full time Data Acquisition Manager providing support to the Center for Health Statistics division. This is a state employee position ( PIN: 3400 1868) governed by the Civil Service Rules , located in Oklahoma City, OK. The annual salary for this position isup to $90,000.00 based on education and experience.

Position Summary

Manage the Data Acquisition division within the Center for Health Statistics (CHS) to ensure that high quality and timely data are collected so that health care service utilization and cost, as well as the overall health status of Oklahomans can be assessed and data driven decisions can be made.

Position Responsibilities /Essential Functions

  • Manage, coach, lead a diverse staff including program managers/supervisors into a high functioning team.
  • Responsible for data acquisition programs within the CHS: Oklahoma Hospital Discharge Data System (Inpatient, Outpatient surgery, Emergency Department, and Ambulatory Surgery Center discharges), the CHS Calling Center (which administers health surveys such as the Behavioral Risk Factor Surveillance System) along with other acquisition programs/activities.
  • Ensure federal grant requirements are met/exceeded
  • Ensure competitive grant applications and other grant-related items such as progress reports, work plans are prepared, completed and submitted according to federal and OSDH standards.
  • Ensure continuity of operations by providing recommendation on staffing, budgeting, infrastructure/technologies, and methods to improve mandated reporting
  • Provide recommendations to update policy as appropriate
  • Provide facility consultation
  • Provide consultation on data standards, storage, and preparation
  • Develop other (short/ad-hoc) data collection systems
  • Provide consultation on re-engineering of data systems
  • Serve on various committees, councils and workgroups
  • Participate/Represent the OSDH at meetings and on National Organizations.

Other Duties

Demonstrates knowledge of and supports mission, vision, value statements, standards, policies and procedures, operating instructions, confidentiality standards, and the code of ethical behavior.

Education and Experience

Master's Degree and 4 years of experience in public health specifically: analytics (epidemiological/statistical), registry and/or data system management.

Preferred Qualifications

  • Doctoral degree in analytics, public health, or informatics
  • Administrative experience including project planning/management, budget management
  • Supervisory experience
  • Proven ability to publish in scholarly peer reviewed journals on topics related to population health data (systems, collection, and quality).

Knowledge of statistical and research theory and methods; of probability and sampling; of data processing applications to data management problems; of inferential statistics; of techniques of data collection; of a wide range of analytical principles and practices; of supervisory principles and practices. Ability to monitor and evaluate program performance; to plan and organize programmatic activities; to interpret and apply policy material; to analyze and interpret various health care data needs; to speak to the public; to communicate statistical results effectively, both orally and in writing; to supervise, organize, and instruct staff; to establish and maintain effective working relationship with others. Proficiency coding in SAS and/or SQL

Physical Demands and Work Environment

Work is performed in an office setting with fluorescent lighting, climate controlled settings, and exposure to moderate noise level. While performing the duties of the job, employee is required to stand, talk, walk, lift, and reach with hands and arms. This position requires long periods of sitting and daily computer-based work.
